It could be the later part of “Laudibus in Sanctis” from William Byrd’s Cantiones Sacrae. The capitals might be a stressing guide for singing the hymn. Alternately, it the capitals ISCI could be the Latin suffix -isci, though suffix for what would depend on what preceded it.
